DAY ONE ACTION ITEMS:

Over the last year, there has been a national push to “defund the police” with the empirically unsupported idea that the police are systemically racist. This vitriol toward our law enforcement officers is dangerous not only for our police officers but for the New Yorkers who depend on local law enforcement to defend their neighborhoods from criminal activity. 

In practice, proactive policing is verifiable as one of the most effective ways to protect a neighborhood. Crimes are less likely to happen in a neighborhood where potential criminals know the police are present, active, and vigilant. Andrew is a firm believer that ending the war on cops is vital to restoring law and order in New York State.

Andrew understands that for law enforcement officers to effectively do their difficult job day after day, we must preserve their qualified immunity. Weeks before Andrew announced his candidacy, the New York City Council continued its war on police and passed legislation to strip police officers of their federally-protected immunity. 

This creates the potential for frivolous lawsuits and hesitancy within the police department to enforce the law effectively, thus making the streets more dangerous for law-abiding citizens. How can we expect police officers to respond to incidents, put themselves in danger, and make split-second decisions to protect themselves and New Yorkers without qualified immunity? It’s time to restore that protection to New York’s Finest.

On Day One, Andrew plans to end bail reform and bring back law and order to New York.

Cashless bail has wrought havoc on streets across all of New York State. There are testimonial cases by police officers of arresting someone breaking the law, only to see them walk free before the officer even finishes their paperwork.

Evidence of this has been seen by New Yorkers since bail reform took effect with crime peaking throughout all our cities. The national media focuses exclusively on New York City, where shootings have doubled since 2019, but this is not exclusive to the Big Apple. Buffalo’s violent crime rate now ranks in the top 15% of mid-sized cities. Crime has nearly doubled in Albany, and more than doubled in Syracuse. Finally, although Chicago holds a reputation for being one of the deadliest U.S cities,  this year, Rochester is on pace to overtake the Windy City in violent crimes per capita.

Andrew will take on Albany to make sure that violent criminals that are prone to recidivism don’t walk free to plague New Yorker’s lives without paying their debt to society. Andrew believes that this is not primarily about punishment but accountability to the law. It is one of his priorities to pursue more ways to rehabilitate habitual offenders to break the cycle found in the criminal justice system. To this end, Andrew believes that judges should again have discretion in determining whether an offender is likely to commit another violent crime when determining whether they are eligible for bail.

New Yorkers cannot allow aggressive mob rule to dictate public policy anymore! The political mantras of these radical defund the police activists sound good for reaction culture on social media but on the streets, such policies are dangerous and have already proven fatal to thousands of New Yorkers.

So instead of removing law enforcement from neighborhoods that need it most, Andrew supports increased training and education that will improve the skills and critical relationship police officers have with the communities they serve. As governor, he will strategize with police unions on effective ways to build and maintain that relationship. That begins with fully funding the police and the proven tactic of creating social interaction between police and their communities.

When protests spill out into traffic, emergency response times slow, threatening taxpayers who not only fund but depend on these services for their safety. Andrew strongly believes that chaos in the streets should not be encouraged or tolerated and offenders should be punished to the fullest extent of the law. Doing so will facilitate safer communities and order, not chaos.

Adding resources to stop subway and train crime on Day One is a goal of Andrew’s considering that as governor, he would have majority control of the MTA Board. Fixing the chaotic state of the subways, resolving the growing epidemic of homelessness, and addressing crime in the streets will create a safer environment for all New Yorkers. With a refocus on broken-windows policing, a Giuliani administration will vastly improve the quality of life for the 19.5 million New Yorkers.

ANTI-MANDATE

DAY ONE ACTION ITEMS:

I. Eliminate all unconstitutional Covid mandates

II. Fire Mary Bassett and hire a Health Commissioner who will champion individual choice of Covid measures

III. Rehire all state workers on Day One and work with cities and municipalities so they will rehire all their fired workers with backpay

Authoritarian Covid policies and mandates from Albany have killed statewide commerce, strained equality of opportunity, and proved that Governor Hochul sees New York workers as dispensable. 

Minimizing an inflated, restrictive, and intrusive government is paramount to Andrew Giuliani, who wants to end the separate but unequal conditions created by New York Covid mandates. He is actively working with advocates around the state who are resisting vaccine mandates in schools, the workplace, and public spaces.

Andrew stands behind a New Yorker’s right to decide and will fight for every worker who was fired due to Covid mandates. He wants to repay the fired heroes of the Covid pandemic by reinstating them with back pay. 

No New Yorker should be forced to choose between a vaccine and their education, career, or religion. Protecting the people of New York from such treatment, including unmasking our children, returning parent choice, and following the science is a priority for Andrew.

Andrew will fight to protect every New Yorker’s constitutional right to religious freedom so that families practice without government interference.

VOTER INTEGRITY

DAY ONE ACTION ITEMS:

I. Require Voter ID

II. Reverse Cuomo and Hochul's anti-election integrity executive orders

III. Challenge city legislation allowing non-citizens to vote

IV. Require annual voter roll maintenance

V. Restore paper ballots and ban electronic voting machines

New Yorkers should be confident that their voices are heard and that their vote matters. In order to accomplish this, he will vehemently fight for Voter ID to protect election integrity so New York voices receive the representation they deserve.   

Andrew will stand for securing New York elections at every level of government and hold those who perpetrate fraud and criminal activity accountable. This includes past elected officials who implemented anti-election integrity policies that make it more difficult to hold fair and secure elections.

Andrew will fight to ensure that a citizen’s right to vote is protected the way the Constitution demands and that it isn’t devalued by ineligible voters. Undermining such a key pillar of American democracy is unacceptable and Andrew will be vigilant in his defense of New Yorker’s fundamental liberty to free and fair elections.

Election integrity is essential to reclaiming the voice of the people in government and making sure that New Yorkers are served by those they elect is something Andrew will advocate for starting Day One as governor. 

Making sure voter rolls are updated and maintained annually is key to pursuing the accuracy of our democratic process and election integrity. 

Additionally, Andrew is aware of the reality that mail-in ballots combined with incomplete voter rolls are a recipe for fraud and destabilize the confidence and credibility of our elections. Andrew considers this unacceptable in a modern democracy.

EDUCATION

DAY ONE ACTION ITEMS:

I. Introduce Parent's Choice in Education Act

II. Fight against all forms of CRT, DEI and SEL in our children's schools

III. Utilize tax voucher program to maximize parental choice

IV. Preserve and champion gifted and talented programs around New York State

IV. Increase charter school cap statewide from 460 to over 1,000

Another way Andrew will empower parents is to implement tax vouchers, which are among the best ways to give low-income New Yorkers the opportunity to send their children to schools that they would not otherwise be able to. Pairing this with more flexible school choice is imperative when giving CHOICE back to PARENTS. Vouchers have the opportunity to break the treacherous link between low-income students and low- quality schools.

Governor Giuliani will hand the power back into the hands of parents when it comes to their children’s education. That also includes parents’ choices on masking and vaccination — a decision that should not be made by the government or school districts.

New York is carving over 20% of its budget, nearly $44 BILLION on education in its 2022 budget. Andrew will reduce the inflated budget that has gone to facilitate partisan support in our elections while delivering inadequate results and instead utlize a more responsible budget that focuses on education resources and programs. 

If teacher unions are not vested in the success of their students, and most government officials are too afraid to take them on because they are afraid to lose their jobs, then the only way to fight back against these failed policies is to give parents more autonomy in the choice of their child’s education. Andrew believes that principals and teachers should be accountable to parents, not to bureaucrats! 

And despite a push by the national teachers union, New York students should never be subject to Covid-19 vaccine and mask mandates.

A Giuliani administration will strongly support education over indoctrination. Andrew will work to expand one of the successes of the New York public school system, the “Gifted & Talented” program, which has come under assault by Mayor de Blasio and the School’s Chancellor.

Both seem to believe that establishing equity by lowering the standards and reducing equal opportunity is the effective path to better schools. Andrew, along with most New York parents, knows this is blatantly false.

Whether it’s branded as Critical Race Theory, Diversity, Equity, and Inclusion (DEI), identity politics and its subsequent propaganda, divides our children and focuses on their ancestry, a practice that has no place in our schools.

Every New Yorker needs to learn the full history, good and bad, of New York, the United States, and the world without the corrupting fruit of ideology and activism. 

This goes for progressive sex education and gender theories as well, which serve to confuse and indoctrinate our children at a young and impressionable age. 

Instead of eliminating the gifted and talented programs to push ideology, Andrew will work to expand programs that work and allow more of our students to excel. In keeping with the belief that no child is the same, Andrew opposes Common Core. Any one-size-fits-all education system devised by bureaucrats and administrators will never adequately educate each unique student.

While Andrew attended Catholic schools throughout elementary and high school, one of the things that made an impression on the importance of education was the Cool Schools Initiative. Created by his Mom while she was First Lady of New York, Cool Schools used private funding to award two of the best performing New York City public schools each month.

Incentivizing competence and results instead of funding based on a non-merit system is the solution to the decaying quality of education in New York. It’s time for parents to take back control and join Andrew in spearheading the movement back to the basics, which includes strong and accessible STEM programs.     

Under Governor Giuliani, New York children will receive an education without the woke ideology that has infiltrated our schools. This is how every New York child will reach their full potential as students, citizens, and individuals. Andrew wants OUR students to lead the world in education, not fall to the bottom percentile.

ECONOMY

DAY ONE ACTION ITEMS:

I. Massive regulation cut for New York job creators

II. Propose largest tax cut in the history of New York State

III. Cut New York's record setting $220 billion budget by 20%

New York’s State Legislature recently passed a historically high budget of $220 BILLION up from $212 BILLION and yet it has and continues to be squandered by past and current state leadership. 

To compare, economically flourishing FL has a budget of $97 billion serving only one million more people than New York, making it clear that New York must do better! New Yorkers work hard and mismanagement of their money by the government raises skepticism that the people are receiving the public services they pay a premium for. 

Andrew believes impeding economic expansion through overregulation, high taxes, and inflated social programs is not the right solution to rejuvenating New York’s economy. Families of hard-working New Yorkers shouldn’t be limited in their economic output and aspirations by those elected to serve them.

New York State is on the precipice of a financial crisis. A lack of responsibility by a spending-frenzied state legislature along with four consecutive governors who lacked fiscal discipline has impoverished New York.

Among Andrew’s top priorities as governor is to ignite the Empire State’s economy by slashing the cost of doing business so that business owners, small and large, have a chance to thrive in a free market.

Andrew believes in the extraordinary ability of New Yorkers to independently succeed and fervently opposes government overreach in the economy. The people of New York have been burdened by past policies that presumed the solution was higher taxes and progressive social spending.

As a result, a mass exodus has begun which is costing New Yorkers jobs and a vibrant state economy. New York lost over 300,000 people last year, a trend that Andrew will promptly turn around as governor. 

The rising cost of essentials like food and gas is crippling small businesses and burying the economy. In addition to historic tax cuts, Andrew will on Day One remove economy-stifling policies like the Covid-19 mandates that force willing New Yorkers out of the workforce at a time when inflation is rampant and the post-pandemic economy is slow to improve.
