When she and her mother moved to Minnesota, the lack of diversity presented a real challenge. But what Minnesota lacked in diversity was made up for in the realm of education, economic opportunity, and safety.
Now, she’s running for Congress to rebuild the Minnesota that captured her heart all those years ago.

Cicely was the State Director of BLEXIT MN, an organization founded by Candace Owens, where she championed entrepreneurship and empowers minority communities to escape government dependence.
As our congresswoman, Cicely will stand up to Marxism and end the weaponization of race by politicians in Washington.

Public Safety
Cicely will encourage support and funding for law enforcement, work towards common-sense solutions to crime, and ensure that our inner cities are receiving the support they need to be safe and secure.
Violent crimes in Minneapolis ballooned by 21%, from 4,496 in 2019 to 5,422 in 2020. Statewide, offenses involving murders increased by 58%, from 117 to 185, while the number of robberies reported swelled by 26%, from 3,081 in 2019 to 3,885 in 2020. The same period saw a 54% jump in arson to 710 after several years of decline. Motor vehicle thefts also rose by 20% to 13,662—the most since 2005. Since Dec 2020, after the Minneapolis City Council defunded the police by $18M, shootings are up 250%, homicides are up 105%, and car-jackings are up 222%. Minneapolis’ crime rate is 3.5x times greater than the national average. In fact, while Minneapolis is the 46th most populous city in the United States, it is the 19th most dangerous city in the country. And the trend is in the wrong direction. 2021 saw 5,945 violent crimes reported, a 10% increase over 2020. From 2010 through 2019, the most murders recorded in the city never topped 48. The number of murders jumped to 84 in 2020 and 96 in 2021, just one shy of the city’s record of 97 set in 1995. That makes Minneapolis’ crime rate 3.4x greater than the national average. As of March 2022, there has already been 12 homicides in the city. Murders aren’t the only problem. The city’s property crime rate is 2.2x the national average. In 2021, there were 640 car-jackings in the city of Minneapolis, with 112 logged in the month of November alone. Five years ago the city didn’t even track car-jackings as they were so rare. The suburbs are not immune either with St. Louis Park, Edina, Roseville, and Woodbury reporting a surge in car-jacking—in broad daylight—in popular locations such as Lunds & Byerlys, Target, and gym parking lots.
Cost of Living
The Biden administration has tried to duck responsibility for the financially ruinous consequences of their own policies but they caused this inflation. Ilhan Omar, for her part, doesn’t even try to hide it. She wants to cancel rent payments and make college free for all.
Our government has created the highest debt in human history. We can’t spend money we don’t have. We need smaller government, less spending, and lower taxes. We need to make it easier for individuals and small businesses to compete and succeed, rather than punishing success and stifling innovation in pursuit of a socialist vision of equity.
Educational Freedom
Cicely will fight for school programs that will prepare students for the workforce of the future. She supports school choice, increasing graduation rates, and eliminating Critical Race Theory from classrooms.
She knows we can’t continue to breed new generations of kids that are taught to hate America, which begins early in too many classrooms. Parents should have a say on what their children are taught. Teachers and students belong together in the classroom, not over Zoom conference calls. Lastly, we need to get rid of the ineffective mask mandates for our young children because it runs contrary to proven science and stunts their growth. When it comes to our youngest generation, the only special interest group that matters are the children and their parents.
National Security
Cicely supports strengthening alliances while putting American interests first. She believes we must reward our friends and punish our foes—not the other way around.
Cicely remains committed to strengthening the special America-Israel relationship, standing firm against regimes and terrorist organizations that threaten either country. She is also against reconstituting any version of Obama’s disastrous nuclear deal with the Iranian regime, which would enrich the world’s biggest terrorist-supporting state with over $100 billion. Biden’s inept retreat from Afghanistan dishonored the sacrifices of thousands of Americans and emboldened our enemies. Vladimir Putin’s unprovoked and unjustified invasion of the sovereign nation of Ukraine poses a long term threat to the United States with implications far beyond the borders of the current conflict. Cicely stands with the Ukrainian people, including the large Ukrainian community in our district, and is committed to protecting America’s national security interests. The People’s Republic of China represents the greatest long-term geopolitical threat to the United States. And under its current president, Xi Jinping, the dangers these pose to the United States have grown. For years, China has pursued a range of economic, military and political policies that have been deeply inimical to American interests. The fallout from COVID-19, massive human rights abuses, threats to America’s allies, dominance of vital supply chains and critical 21st century technologies, cyber intrusions, theft of U.S. intellectual property, and strategic and weaponized foreign investment in the U.S. and around the globe, pose significant challenges. Competing with China on multiple fronts to preserve human rights, retain economic dominance, and safeguard global norms is a cardinal imperative. The U.S. must leverage our economic, military, political, cyber, and technology tools to expose and counter the threat from the Chinese Communist Party. For the United States, energy security is national security. When it comes to energy, the more stable and independent America is, the stronger we are on the world stage. But the Biden Administration doesn’t seem to think so. In pursuit of its green agenda, this White House has clamped down on domestic energy production and made us more and more dependent on foreign sources of energy.
Border Security
Legal immigration is a privilege and there is a process to gain citizenship. The current Biden-made border crisis was avoidable and it poses a national security risk to the country.
When we sleep at night, we lock our doors, not because we hate the people outside but because we love the people inside and strive to keep them safe. We must stop incentivizing people to come to the U.S. to receive government benefits. Cicely will support efforts to secure our southern border and hold illegal immigrants accountable for the laws they break.
Individual Liberty & Responsibility
Race is being weaponized and wielded as a tool of political power in a manner never attempted before. They argue the connective tissue that runs through every issue is the noxious claim of “systemic racism.”
The harnessing of individual grievances, identity politics, and woke ideologies for the Left’s perpetual expansion of political power constitutes a poison pill for the American political body. All social media platforms that censor speech and cancel people need to be treated like publishers, subject to legal action. Big tech platforms must receive consent before using Americans’ personal information in any manner. Cicely is running for Congress to represent all the people of Minnesota’s 5th congressional district, not to sow division with identity politics like Democrat Ilhan Omar.
